晚清福建船政學堂留學生監督、駐德公使李鳳苞與天津軍械局委員劉含芳等人的通信。自光緒三年正月初五日（1877年2月17日）起，至光緒十一年七月二十四日（1885年9月2日）止，收錄了軍械局去信99封（其中有不列號6封），李鳳苞來信154封（其中有不列號7封），時間長達八年，共五十多萬字。此次標點出版，無論是為李鳳苞本人，還是近代海防乃至軍事建設、中外交流史，都提供了豐富的史料供研究者利用。
