寫于唐憲宗元和年間（806年—820年），當時正處於藩鎮割據的局面。按唐代政區來說，起初基本上實行的是州、縣二級制。貞觀年間分全國為10道，即：關內道、河南道、河東道、河北道、山南道、隴右道、淮南道、江南道、劍南道、嶺南道。

本書是我國現存最早而又較為完整的地理總志，成書于唐憲宗元和八年（813）。此書記載詳盡有據，是研究唐代的歷史地理必備的重要文獻。
